We are planning to ship a cedar home constructed in the U.S. to Australia in a area where collecting rainwater for human consumption is necessary. Do any of the U.S. metal roofing manufactures have an approved coating for doing this?

What type of roof were you wanting to use?
Most manufacturers will be able to provide you data on the potability of their rain water run off. Most roofing systems that use enamel paints and other non-VOC emitting materials can be adapted for consumption.
You are still going to need to filter and treat it for biologicals but it is very normal to facilitate the use of the rainwater for consumption.
