I am developing a new residence for a client that wishes to exceed Institute for Business & Home Safety (IBHS) Fortified building standards. I wish to achieve a 3 second sustained 180mph wind load capability. Are there any laterial steel roof manufactures that could meet this criteria or at least 160mph.

Mr. Lesser, The Florida Building Code requires products be approved. Part of the approval is a demonstration by testing of the uplift capacity. There are several manufacturers that have approved metal roofing products that meet the requirements that you mentioned.
