Usually the first answer to ice dams is ventilation and insulation. It looks like you may have limited opportunities for both.
Ice and watershield on the entire house seals things up like a terrarium and generally that's not a good idea if ventilation is limited.

Hi, I live in upstate NY, (tons of snow). My current metal roof is standing seam 40-50 years old. Low pitch 2/12 doesn’t shed snow and we get wicked ice damns which have caused water entering house . My concern is if I put HT ice and water as a underlayment and put a 1 1/2 rib standing seam I won’t have leaks but ice and water will still happen which could cause roof collapse. I don’t want to have to pay someone to clear roof with a new metal.
